Igor Zinovik c95539e76a Forcibly start openvswitch-switch 
OpenvSwitch gets disabled after nsx packages installation. We stop
since we install STT enabled OVS.

Fuel NSX-T plugin

The plugin allows Fuel deployment engineers install OpenStack that will use VMware NSX Transformers as network backend for Neutron.
