Patch Set 10: Code-Review-1

While we're on it, I'd like us to rethink the modules structure instead of blindly following ironic's. I.e. instead of having this code spread over pxe.py, agent.py and wol/power.py, I'd like to have wol.py (ironic_staging_drivers.wol) containing everything: both drivers and support code for them. Ditto for unit tests: one fail ironic_staging_drivers/tests/test_wol.py. WDYT?
