Dimitri Mazmanov 09c99dc02d Add config generation and venv tools 
These tools will help developers to create a virtual
environment with pre-installed requirements.

kingbird.conf generation script will collect the defined
properties and create a configuration file.

kingbird

Kingbird is a centralised synchronization service for multi-region OpenStack deployments.

Please feel here a long description which must be at least 3 lines wrapped on 80 cols, so that distribution package maintainers can use it in their packages. Note that this is a hard requirement.
