Switch param values in enable/disable shell commands
The shell commands to enable or disable a service should pass the --enable or --disable option following the verb and service name. Closes-Bug: #1900075 Change-Id: I97d868bbd005bc5bc9c71d6ddd6f2b7746dbf18b
