add code-block to CONTRIBUTING.rst
Added code-block to contributing.rst to make it more legible when rendered. Without this, the commands all get rolled into a single hard to read paragraph. Change-Id: I476ed4e9ba45c47b164a23ac579f159d7c3bab00
