David Moreau-Simard 3b7f027126 Add support for Packstack to configure the new Nova requirements ... The Nova placement API is now required from Ocata onwards[1][2]. This patch configures it to live generally side by side the nova API. Also, after a nova compute is set up, we need to call "nova-manage cell_v2 discover_hosts" to set up the host in a cell.
