Patch Set 3: Code-Review-1

sahara-ci-config contains the scripts used to configure the Sahara CI (so zuul (2.5) and the jenkins jobs). It is not an openstack service
So I think that this dependency here is not required.

Also, if it were an acceptable change, it would require the addition of the dependency to requirements.txt. 

sahara-ci-config maintainers can give more details.
