Change default project type from OpenStack to All

With projects moving in and out of the Big Tent, it can be
confusing to search for a project and not find it. I've spoken
to multiple people that tripped over this, not understanding why
a project 'vanished', not being familiar with the 'Project Type'
dropdown selection list.
