Add default_timeout parameter to ubuntu stack

So far we used wait_for_members_to_be_reachable waiter method on Octavia
classes/modules without having a default waiting time parameter, which
may lead to a very big waiting times when errors occur.

This patch adds default_timeout_waiting_time parameter to the
UbuntuServerStackFixture class.
