Eduardo Olivares 84f45c70b2 Adapt releasenotes creation to python3.13 ...

doc/requirements.txt and upper-constraints.txt have been modified to
allow `tox -e releasenotes` work with python3.13.
The changes are also compatible with previous python versions (tested
with 3.10).

Dependencies updated:
  1. Sphinx: 5.0.0 → 7.2.6 (added Python 3.13 support)
  2. sphinxcontrib-serializinghtml: 1.1.5 → 1.1.9 (required by Sphinx 7.2.6)
  3. Pygments: 2.11.2 → 2.14.0 (required by Sphinx 7.2.6)
  4. docutils: 0.17.1 → 0.18.1 (required by Sphinx 7.2.6)
