NSX|V: Fix neutron lbaas migration

Previous migration to stein changed loadbalancers provisioning
status to ERROR if not found in the nsxv3 binding table.
This causes NSX-V loadbalancers to be in ERROr mode too.
This patch fixed the existing migration.
