Adit Sarfaty 24fc248f42 Fix NSX|V3 unit tests 
Commit Ibb1ea9b64bb92f3cae488db41da6bec849ce042e removed a mock
from the nsxlib base tests.
This mock is still needed by the vmware-nsx unit tests,
so it is added here.
