gordon chung 736858b3e7 switch to oslo.serialization 
jsonutils has been moved to the oslo.serialization library. in this
patch we bring in oslo.serialization and switch all references to
the new library.

Closes-Bug: #1385353

Mellanox Neutron Plugin

This plugin implements Neutron v2 APIs with support for
Mellanox embedded switch functionality as part of the
VPI (Ethernet/InfiniBand) HCA.
