The vmware-nsx stable/queens branch wasn't setup for zuul v3, and that was fine until [1] landed, but now stable/queens fails with [2]. As per discussions with the infra team [3] one option is for us to setup stable/queens for zuul v3 like we did for master (see other patches on this topic). This patch updates vmware-nsx for zuul v3 by: - removing the tox install scripts. - updating tox.ini targets. - updating a few sections of the code to pass pylint (note there are a few others to cleanup, see TODO in flake8 section of tox.ini). - adding lower constraints. - updating our zuul config for the project.
