asarfaty b9d65bda75 NSX|P: Skip edge cluster realization ...

Currently the policy plugin waits on Tier1 edge cluster realization.
This causes a big delay on scale scenarios.
Trying to remove this for newer NSX versions in order to check if
the underlying problem is still relevant
