Roman Safronov 6134228fb8 Exclude test_vrrp from OVS job 
The test is unstable on multinode OVS and causes issues on gates.
Since OVS is deprecated we can just exlude this test from OVS job
tempest results.

Also removed redundant dpkt dependancy since it was replaced by
scapy in [1].
