Maor Blaustein a5fc2da8f3 Actively fetch info instead of CONF.compute.min_compute_nodes

This change for `CONF.compute.min_compute_nodes` with use of base method
`is_setup_single_compute` allows to reduce CI maintained configuration
over the long-run.
