* Pin testtools to < 2.8.3 Testtools removed some code stestr uses; pin until this is resolved. This part of the patch is copied from https://review.opendev.org/977169 * Run functional-openstack tests on Ubuntu Noble With https://review.opendev.org/976893, support for Ubuntu Jammy was dropped, so fix the test setup by using a Ubuntu Noble node.
