This reverts commit df98773573.
The order in which we iterate over items in the "determine local HEAD"
task is not always the order in which we iterate over mirror-workspace-
git-repos.

Installs python packages from other Zuul repos into a tox environment.
Role Variables
Path to a pip constraints file. Will be provided to pip via '-c' argument for any sibling package installations.
