It's an openstack-infra specific job defined in openstack-zuul-jobs, which other folks consuming zuul-jobs don't have. We'll add this to zuul-jobs in project-config. Change-Id: Iebb61f4e441ee7eb28781ffe2b975c9fea44a99d
