Add release-zuul-python to post pipeline 

By adding release-zuul-python to the post pipeline, we can start
publishing per-commit tarballs / wheels to pypi. This is helpful for
zuul operators that don't want to deploy zuul via git, but want to use
the latest commits of zuul.
