Fix release note for a 3.0.2 feature

The store-build-time-in-utc note used an invalid section 'upgrades', it
should be in singular form: 'upgrade'.

Was introduced by Ie0cfce385854caa5adbd27f7f13042e7bfd41f1b and the note
is intended for 3.0.2.

The build start and end times are now stored as UTC in the database. Since
there is no localization done on zuul web side, the zuul api also exposes
