James E. Blair 279bbfb346 Revert "Move the home directory outside of work/" 
This reverts commit cf413bbad8.

This change has the unfortunate effect of breaking the property that
`{{ ansible_user_dir }}/{{ zuul.project.src_dir }}` works on both
the executor and remote node, which is very useful.  Let's see if
we can accomplish this another way.
