James E. Blair 3c5e5b507f Fix config test interaction with report_times. 
In a config test, the scheduler is created without a config object.
Handle that case gracefully in the pipeline constructor.

Add a test that runs the configtest.

Zuul is a trunk gating system developed for the OpenStack Project.

Code reviews are, as you might expect, handled by gerrit. The gerrit they use is http://review.openstack.org
