James E. Blair a8763b1eba Use noble for quickstart ...

We are unable to navigate the various podman and podman-compose
backward incompatabilities in Jammy, so update the quickstart
test node to Noble.

See: https://bugs.launchpad.net/ubuntu/+source/libpod/+bug/2024394
which forces us to use an old version of podman which is incompatible
with the newly released podman-compose 1.3.0.
