Matt McEuen 9c753db3f0 Fix typo: four TC members per employer 
This fixes a typo which incorrectly said the number of TC seats for
a particular employer is limited to three; it is in fact four.

The intent of this is to prevent a company from having a majority
of the available seats - with nine members total, that makes the
results in four seats.

Airship Elections

The Airship election repository provides a platform for election officials to organize Airship elections as well as publicize historical election results, election rules, and election procedures. We manage this repository in accordance with the rules outlined in our governance.

We encourage voicing questions about upcoming elections and the election process in our Slack workspace or on our mailing lists.
