Sergiy Markin a096261a0e DHCP and rack scripts update ...

Ths PS includes the following changes:
- update orphaned racks cleanup script to include
  hosts with active but not running yet pods
- update dhcp registration logic to avoid
  conflicts with existing assignments

Also MAAS 3.5 released new version 3.5.9, so
updating the Dockerfiles to use it.
