Add query for test_hotplug_nic teardown conflict bug 1813959

15 hits in 7 days, check and gate, all failures.

There are messages in the neutron server logs we could use but
they yield hits in successful jobs as well, so the only way
to uniquely fingerprint this in failing jobs is to use the
console log.
