Merge changes from topic 'stale-after-migration'

* changes:
  Never autoRebuild when ReviewDb is disabled for changes
  StalenessChecker: Change is stale if primary storage doesn't match
  ChangeNotes: Mark readOneReviewDbChange @Nullable
  NoteDbChangeState: Mark some params @Nullable
