Enable HTTP basic authentication for /a/gitweb access.

When gitweb runs inside Gerrit authentication is done by Gerrit. When request doesn't have a valid user session Gerrit displays an HTML form for user login. The HTML form based authentication is not an acceptable authentication mechanism for tools/scripts accessing gitweb. Since any path starting with the /a/ prefix trigger basic authentication we can reuse that mechanism and access the gitweb as /a/gitweb. The GitWebServlet url pattern has to accept the optional /a/ prefix. Change-Id: Ib16b535a2ea25d73724271fb19d861ea36514720
Gerrit Code Review
Gerrit is a code review and project management tool for Git based projects.
Objective
Gerrit makes reviews easier by showing changes in a side-by-side display, and allowing inline comments to be added by any reviewer.
Gerrit simplifies Git based project maintainership by permitting any authorized user to submit changes to the master Git repository, rather than requiring all approved changes to be merged in by hand by the project maintainer.
Documentation
For information about how to install and use Gerrit, refer to the documentation.
