Viktar Donich 0a879f2808 Merge change comments and messages as GWT UI does ...

For the cases when comments and messages have same timestamp, place all
file comments under the first message in change log for the given
author. This causes all comments to be displayed in UI, although
multiple messages with the same timestamp may appear to be empty.

See Issue 4775 for long-term fix.

Also:
- filter file comments by message's author
- create tests for messages with comments
