Wyatt Allen e82c8405ef Propagate project config comment links to formatted text in reply dialog ...

Formerly the comment links were provided to the formatted text elements
via a stale property, resulting in links not appearing in the reply
dialog drafts. With this change the binding is updated, the stale
property is removed and a test is added.
