Shawn O. Pearce 875f312026 Refactor change comment mailing to be reusable for other purposes

We also need to send notifications when new changes inserted into
the database, so pulling this logic out into a single ChangeMail
class makes it easier to reuse the bulk of the message formatting
and address construction.
