This regression was introduced as part of 01fd96240c (2015-02-23,
ChangeScreen: do not show history twice)

Looking through the whole ChangeScreen class, there is just one occurrence
of the strategy UI field, which was introduced in aedb0bb6c7 (2013-11-25,
ChangeScreen2: Hide strategy row if no strategy is displayed) to disable
row when we're displaying a non current revision.
