Edwin Kempin b88b44c0ab Document community manager role 
Appointing a community manager is part of a proposal from Google to
foster a better collaboration with the Gerrit community (see change
I27e432cce). The goal is to have a dedicated person that cares about the
health of the Gerrit community and that adresses community issues
pro-actively.

One of the tasks of the community manager is to supervise the
mentorship process (see change I10fa8e926) and to ensure that it works
well (e.g. the community manager should check that the steering
committee lives up to its promises and that the mentors do their job as
advertised).

Google is funding one community manager but it's preferred if it's a
team of 2 that fulfills this role (1 Googler + 1 non-Googler).

Community managers must not be steering committee members at the same
time so that they can represent the community without conflict of
interest.

For those that are familiar with scrum, the community manager role is
similar to the role of a scrum master.

The name 'community manager' was chosen since it is consistent with the
existing 'release manager' role. Other proposals have been 'community
facilitator' and 'community ambassador', but these terms don't go that
easy from the tongue which is why I prefer 'community manager'. If there
are other name preferences please comment.
