Jonathan Nieder e43e6942d5 /changes/{change-id}/revisions/{revision-id}: Avoid 404 for transient errors 
If a commit can't be read, do not pretend the commit doesn't exist.
The failure to read might be transient, so clients should know to try
again instead of being mystified that the commit has gone missing.

Noticed by inspecting PatchSetInfoNotAvailableException handlers.
Based on 6cb912f549 (ChangeJson: Replace log-and-continue with
errors, 2015-02-18).
