David Pursehouse 0442e59798 ListGroups: Add support to list groups by owner ...

Add support for getting the list of groups that are owned by a given
group.

This functionality is a preparatory step towards adding support for
deletion of groups. Before deleting a group, we must be able to check
that it is not the owner of any other group(s).
