When I proposed a meeting, I was told that I should include the IRC nicks for the chairs. I'm updating the sample.yaml that README.rst pointed me to, as it does not have IRC nicks. Change-Id: I8b916a2208378e02d88b86d7f87afaa56e2e90c5
