Clark Boylan db552d5576 Pull gerritbot from quay.io ...

We've redeployed eavesdrop on Ubuntu Noble and run the containers with
Podman. This means we can host the image on quay.io without giving up
speculative image testing. Pull the image from quay.io once the
depends-on which publishes it there lands.
