The graceful shutdown routine for zuul executor, launcher, and mergers is used by our weekly reboots to restart services. When we switched Zuul from jammy to noble and docker-compose to docker compose we picked up some slightly different stderr output when attempting to shutdown a container that is already shutdown. Update the graceful shutdown routines to check for the new format so that weekly reboots can proceed even if a service is unexpectedly shutdown. Change-Id: Ib5f68a9705528f3aa3ef9560b8f4473c590c6847
