OVH swift has special regions for the object storage service in the catalog. This means that BHS1 doesn't work; we need to use BHS instead. Don't add these regions to the region list in clouds.yaml to avoid confusion with the far more common compute actions, but add a note to clouds.yaml to help point people in the right direction if they need to use swift in OVH.
