Steve Kowalik 7fa0713551 Set translate.openstack.org to 3.7.3 ...

Now that the checksum has been updated to SHA-1, we can re-add it
back to this repository, which also locks translate.openstack.org
to version 3.7.3 until we are ready to upgrade.

This partially reverts commit 14ba55836a.
