gordon chung 4a40cfe7ba normalise resource data ...

create a table to contain resource specific attributes.
the new resource table will contain:
- id
- resource_id,
- project_id,
- user_id,
- source_id
- resource_metadata
- metadata_hash

we will only capture unique resources (ie. unique ids or metadata)
