Takashi Kajinami c2024b2210 Remove TripleO job 
The TripleO job has been in the experimental queue but has never get
any actual attention. Also, the job is not used in Ceilometer.

Conflicts:
	.zuul.yaml

Backport note:
stable/xena and stable/yoga were skipped because the tripleo job has
been removed from these branches by different commits.
