When using bifrost on CentOS the hardcoded path to /usr/local/bin for ironic-rootwrap is incorrect. This change moves the value of the path to a variable held within the roles default variables for distribution families. Change-Id: Ia2823ae3240583173fd97251641c09c4dee07c6a
