Mark Goddard b166a0629b Install squashfs-tools for Ubuntu image builds
Ubuntu cloud images are distributed in a squashfs file system. Using the
ubuntu DIB element requires unpacking the image, which requires the
squashfs-tools package. This change ensures it is installed.
