Work in https://review.opendev.org/#/c/669079 enabled global request ID in the debug log, but the global request ID is not shown by the default log configuration which is used in the DevStack environment. This patch changes the DevStack plugin to let Blazar use the same logging configuration as other major services, enabling the global request ID to show up in the debug log.
