If ceilometer has invalid or missing caching configurations,
'oslo_cache.dict' will be set as the default caching backend.
Project and user names will be discovered only when caching
and "tenant_name_discovery" parameters are enabled.
Also "tenant_name_discovery" parameter must be evaluated
from "polling" section and not "DEFAULT".

Overview
Ceilometer is a data collection service that collects event and metering data by monitoring notifications sent from OpenStack services. It publishes collected data to various targets including data stores and message queues.
