cinder charm: Pure Storage volumes

For OpenStack releases Pike through Ussuri (inclusive) there is a problem in
creating Cinder volumes backed by Pure Storage (charm cinder-purestorage) with
the 21.10 release of the cinder charm.
A newly-created volume will go into an error state and the following message
will appear in the Cinder logs: "Active-Active configuration is not currently
supported". This issue is tracked in bug `LP #1947702`_.
Affected environments are therefore discouraged from upgrading the cinder charm
to the 21.10 release until the issue is resolved for other supported OpenStack
releases.
