To fix long-standing issues in the manila-ganesha charm's service related to
`manila exporting shares after restart`_, updates to both the charm and
Ubuntu packages were required.
It is necessary to ensure that the nfs-ganesha package is up to date before
upgrading the manila-ganesha charm.
